Here, the research claims that "bilingual proficiency can be thought of as a continuum along which bilingual individuals fall at different points, depending on the varying strengths and cognitive characteristics they exhibit in their two languages" (Solano-Flores & Trumbull, 2003)
Culture can be a way for learners to experience and understand language on a much deeper and more personal level. Cultural learning therefore spearheads language learning (Wahlig, 2013)

The less intensive approach was based upon student performance in the third grade, not over the course of the student's long-term educational careers. A more comprehensive 'real life' study of the effectiveness of ESL programs came when Massachusetts voters approved an initiative in 2002 entitled Question 2 "to replace transitional bilingual education (TBE) with sheltered English immersion (SEI)," which was defined on the ballot as "an instructional model that teaches students with limited English proficiency all academic content in English" (Owens 2010: 1)
In TBE, students are instructed in their native language and slowly transitioned to English, and are mainstreamed within 2-3 years to an English-only environment. In the SEI model, all instruction is provided in English immediately, with no accommodations (Tong 2009)

The reason for the study is that there is an increasing number of inmates who either do not speak English, or they are severely below proficiency levels. Thus, since a GED or high school diploma was a condition of every parole hearing by state law (Emmenecker), these prisoners were at a severe disadvantage when trying to gain these documents
