Cesaire's work is regarded as filled with humanism, and is done so in the spirit of simplicity. George Lamming is highly regarded for his literary works concerned with the decolonization as well as the reconstruction of the Caribbean (Odhiambo, 1994)
The works of Aime Cesaire, George Lamming and Derek Walcott are representative of the voice of the Caribbean people, and this can be seen in their writings through their different styles. Aime Cesaire is a Caribbean poet whom writes in French; he known as a man of resentment, he gives his expression of his tragic views on the black condition (Irele, 2008)
Both of these facts are important: Both that they are defined by being islands and that they are defined by what they lie between, by what watery bridge they inhabit. Caribbean Latinos lie on the crossroads between Africa and the Americas, and so the history of this community is written in Spanish and Taino and the languages of West Africa (Davila,1997)
Inter-island rivalries make some people reluctant to admit it, but the two cultures have many similarities, from the food they eat to the music they make to the Spanish they speak to the baseball they play to the African blood in their veins. Caribbean Latinos wear their identities lightly in many ways: They live lives defined by the fact that everything about a life can be changed in an instant and everything that was dependable can be swept away. Their ancestors have been colonized by different empires in succession, and they are linked by this too, by the history of what it means to be first coveted and then discarded by the same overlords (Suarez-Orozco & Paez, 2008)
Spain's rule in the Caribbean is an excellent example of this fact. The overarching government body that Spain put into place to handle its affairs in the Caribbean was the Royal and Supreme Council of the Indies, which handled major judicial affairs and was also the major administrative body for the colony, effectively passing down and where necessary carrying out the will of the Spanish crown in the region's colonies and in the region as a whole (Stearns & Langer 2001)
Once colonial powers left the Caribbean, nations developed cuisines that were based in large part on the ingredients available. The basic Caribbean meal features a protein, a starch and a legume or vegetable (Houston, 2005)

¶ … Sea Grant Community Programs Sea Grant is a program within the National Oceanic and Atmospheric Administration and is concerned mainly with the enhancement of the practical use and conservation of the coastal, marine and Great Lakes resources in order to create an environment that is sustainable to the economy of the regions. The long-term economic development, environmental stewardship and the responsible use of the coastal line is the ultimate goal of the Sea Grant and NOAA strive to achieve this through offering research assistance, education facilities, scholarships and community sensitization programs (NOAA, 2016)
The Sea Grant has also trained technicians from the local community to help in operating their equipment and remitting data on regular basis on the various programs that are based within their communities. The Sea Grant Program has also collaborated with the local academic institutions to ensure their programs are well imbibed into the community through them being part of the academic process and sponsorship from their kitty (University of Puerto Rico, 2010)
